Here is my finding and sources regarding my post about I-140 approval notice.

It says "Send only copy of I-140 approval if it has been approved"
Evidence of eligibility.
Attach a copy of the approval notice for an immigrant petition that makes a visa number immediately available to you, or submit a complete relative,special immigrant juvenile, or special immigrant military petition which, if approved, will make a visa number immediately available to you.--Based on an immigrant petition.
Employment-based adjustment of status.
File all employment-based adjustment of status applications at the following address:
USCIS Nebraska Service Center
P.O. Box 87485
Lincoln, NE 68501-7485
This includes an employment-based Form I-485 filed concurrently with a Form I-140, Immigrant Petition for Alien Worker, and an employment-based Form I-485 filed based on a pending or an approved Form I-140. To facilitate acceptance and processing of Form I-485 when Form I-140 has already been approved, submit a copy of the I-140 approval notice. If Form I-140 is pending, submit copies of the Form I-140 receipt notice and the page of the DOL labor certification showing the priority date (if labor certification is required) or a copy of the Form I-140 receipt notice (if labor certification is not required).

The Bush White House and the Democrats are both trying to get the Latino vote for the future. Ethnic votes are usually steady votes. Black votes are steadily Democratic.
If the Republican White House passes the CIR (Numbersusa: you can call it amnesty, we personally dont care what you call it) then they would have done something to win back Latino vote - a natural Republican constituency as Latinos are mostly religious conservatives and catholics. So the White House wants CIR.
The Democrats also want CIR as they want to try and get Latino votes for the next 100 years, -- THE FASTEST GROWING ETHNIC GROUP in the country.
Because of Barry Goldwater's presidential run in 1964 at the high noon of civil rights movement, Republicans lost black vote for decades after that. Same thing would happen to Latino votes, so they want to stop the bleeding right now. Republicans think its their natural vote base as they are religious churchgoing population. Democrats think its their natural constituency as they have a head start in getting those votes plus most of them are low-income working class people.
So , in this contest to please the latino vote between Dems and Republicans, and also a recent Gallup poll showing 67% of Americans wanting illegals to get into a legalization program and path towards citizenship - IT IS VERY VERY LIKELY THAT THE SENATE VERSION OF COMPREHENSIVE REFORM WILL HAPPEN IN 2007.
NumbersUSA can say whatever it wants, they know all this and so does Tancredo and his kind of legislators. They are not going to say it out in the open that next year, we will be out of business as Democratic Congress and Bush White House pass CIR.
Ofcourse, we at IV dont care about amnesty or no-amnesty, and we dont have a stand on that issue with illegals etc, but CIR's passage would result in reform for EB GC system.

I called USCIS nebraska two weeks back and I got the same response as mentioned by "bigboy007". I called them twice once in the morning and the next time in the evening..I got the same reply saying that "They are holding all the applications that came after June 25th and they are waiting for further instructions. They will assign receipt no only when they have enough visa numbers.
It did not make any sense..
I posted my feedback in another thread and i didn't get any response..
Then, i asked my friend to call uscis and ask for his status. My friend did not get the same response as me. They just checked and said they may not have received his application. So I thought the IO i spoke to may be wrong or might had outdated information.

Can we try for moderate provisions this time? I am inclined to think after reading so much in to these things, that trying to put some permanet relief to retrogression and thus trying to add to existing quota may attract wide discussion and may not get agreed to? A moderate measure like recapture of VISA may be a good idea for now.

MY ADVISE - Get a copy of EXACTLY what is in the sealed envelope BEFORE they seal it. My attoreny asked me to get it, I had a very hard time with the doctors office, but I did get it (a medical record is your legal right to have). Guess what - the doctor forgot to sign my daughters I-163 form -- that would have been a ref for sure and delays. Also - they did not fill in all of the questions - they said they never do, but my attorney had me go back and get them (e.g. I have the TB test and no X-ray and the doc did not check the "no x-ray" box on the form).
I also examined everything in detail before the final docs were sealed.

Anybody have experience using AP at Seattle (SEA) please post here.
Yes, I did, back in November '8. No problems. They do line up all AP holders in separate line and it moves a bit slow, but other than that, no issue. the CIS officer was very nice and respectful.

Well .. your guess is as good as mine. I haven't heard anyone talk about us or even acknowledge the fact that legal immigration is broken to a point where it's becoming simply hopeless. In fact I believe it was Kennedy who said that there is no need to improve the current legal immigration system. There was hundreds of hours of discussion on the TV about the immigration but I hardly heard anything about the reform in the legal immigration system. America's fascination and love with the illegals probably has created the problem of illegal immigration today as we see it. Good luck solving it.
Time and again illegal folks have been given the benefit of the doubt and awarded with amnesty. When was the last time U.S. government said that okay legals.. you don't have to wait in line for half of your life to get your GC... here it is and now go have fun.

Well, looks like its official now....no danger of SKIL Bill in lame duck sessions.
Seems the "fiscal" conservatives (which includes Sen Sessions) have decided to hold on tight on any appropriations meaures...why even NumbersUSA has removed the Anti-SKIL Bill Fax from their menu.
Since these restrictionists have a pretty good scoop on what's going on Capitol Hill, we can be sure the SKIL bill has died down too.
The 109th congress has been a tremendous waste. The restrictionists will be saying this for the 110th congress.

I think we have brainstormed enough for few days. So do we have any conclusion? Any ideas? Can we sum up our conslusions?
A lot of us in EB3 are not due to less education or skillset. I am not going the route of blaming anyone. But just to answer point 2 in your response. I had 7 years of exp when my GC was filed. But 3 out of those 7 years were with the same company as contractor and hence had to go EB3 route. Again, just an example that I really do not need to study more or increase skillset etc to jump to EB2. And I totally take the load on myself for sticking with EB3. But I will not let just this be the reason for jumping jobs in this market. That is why I wanted to talk about helping EB3 category as a whole. I am not talking about what each individual has to do to get out of EB3.

We had fund drive (10000$)@ 5 months before for collecting information about pending visa and approved number of visa .I think we have received that information but unfortunately it is available only for donor forum members. People who donated just for this cause and not part of donor forum now they are feeling betrayal by initial fund raising reason. I am all for donation and IV have to make some money to run show but if ivians don�t get information then pushing this noble cause may get limited to some group.
Not to mention future fund raising may not see good results just due to donor policy.
To generate more revenue we can make key information available only after paying certain token amount to view that forum. This way people like me can contribute time to time and donors can keep their elite chat with their elite group.
