With all due respect I don't think lottery may be a workable idea. Here's why -
Those who buy lotteries wish to spend least posible amount of money for a chance to win an insanely large sum of money - for e.g. spend $10 to win $10 million. Idea is prize money should make the money spent feel ridiculously low ( it doesn't matter if chances of winning are lower than getting struck by lightning ! ). How can this be worked out in the IV scenario?
2 times the money is less than what people win at a 'Pot luck'!
Unforunately though, the audience does believe in "penny wise pound foolish".
People should not need a lottery or an IV credit card, they would be contributing without any of these incentives... if only they realized

If they dont count Dependents we all get GCs very soon . Unfortunately all dependents even kids are counted under employement category ..
One change - Counting a number for primary applicant can change thousands of lifes each year .
This is really sad that they count all dependents under employement category. USCIS should treat all categories in same way. Can't we raise this issue?

Good job laying out all usecases "add78".
In my case, I travelled back on AP as my visa extension stamping went pending in Mumbai consulate. Came back here with my I-94 indicating "Parolee" as my new status.
Within 2 weeks, I changed employer as per AC21, they filed for my H1 transfer(premium processing) via Murthy Law Firm. I received a new I94 which put me back in the H1B status. During this 2-3 weeks I was in the US as a parolee I did NOT use the EAD, because you don't have to.
Interestingly after 3 months of my visa application at Mumbai consulate (2 months after I reached US) I received an email from them asking me to submit my passport for stamping. Its unbelievable that they think applicants would still be waiting in India for 3 months and that their employers would still be interested in keeping them, but I guess after all this ordeal I realised, they just don't care.

I did not catch the whole speech but he was talking on the Senate floor about abuse in the H1B system, at the end he did say that he is not against increasing the cap for H1B's but he wanted that done with provisions to make sure the abuse of the system is prevented. He also said that he is willing to work with other Senators to fix this broken H1 system before the year end.
Do we anything more about this?

Don't worry about what feedback people gave you. People are jealous of you. Understandbly so, because of dates going back all the time. You deserve what you got and you got what you deserve (I mean the citizenship and not the lousy feedback no one should care abt). You have pretty good educational background too.
Now, that you had your sense of fulfillment and wallowed in it, can you share some info with us? :) I asked you a couple of questions, which I would love to get answers to.

I was transferred to a IO yesterday. She was rude, told me that I should not be calling since they responsed to the first SR that was opened by my attorney on 09/01.
Not sure if you read the other thread, but I have got 2 responses from USCIS so far - one for inquiry that was sent when I took the Infopass and the other one that was opened by my attorney.
Response that I got for inquiry from my Infopass was " Based on the additional documentation provided, your case qualifies for expedited processing. You should hear back from us in 60 days. If you do not hear back in 60 days, please call us back".
I havent provided any documentation to them in the last 2 years, after my FP was done in September 2007.
So when I talked to the IO, she read out that message to me and in a subtle way asked me "What part of that message do you not get"?? I was trying to explain the situation to her, and before I could finish - she said "Sir, I got to move on and take other calls, please dont call back before November 15th".
And then she said the part that chuckles me the most - Sir, is there anything else you would like to me repeat, or do you have any other questions.....??
Hell yeah, I only have one question - when will I get the magic email?? :o

I think USCIS must meet the EB convertors somewhere mid-way to maintain fairness.
About gctest, what has pissed me off so consistently is his trash-talk, calling EB3 third grade workers, his utterly self-centered attitude and inability to see other side of the story. Over and above that he is a lying, cheating bastard who changes his story all the time.
angelfire, before you go and make such a determination, please do understand the root cause of the issue.
EB3-I processing is stalled, especially after USCIS opened the floodgates and let everyone inside one time.
Folks who were waiting patiently had their clocks turned backwards and pushed at the end? Classic case of starvation.
Upshot - some with older EB3 PDs have ported their dates, after qualifying for senior positions based on their academic credentials and job experience and getting jobs under EB2.
Which is why see an odd 2002 EB2 PD suddenly appearing from nowhere and getting ahead of you.
How many are actually converting?

handful people actually converting due to risks involved.
That EB3 people should not be made to start from scratch all over again, however they should also not be given the advantage of a loophole in the system. We all knew the evil of LC sub and this is something similar to it.
However I do sympathize with the sense of desperation and hopelessness that people in EB3 feel when they don't see a light at the end of the tunnel.
There will always be condescending comments made by people on the other side of the tracks. Heck, I've heard some comments that completely put me off from taking part in IV and helping people who already have EAD (I missed the July 2007 orgy). But it is what it is, we either sink or swim together. If you see how many characters in Indian MNCs take advantage of the EB1 MNC executive category, you will be apalled.
Ignore and focus on what needs to be done would be my advice as everything somebody who is not a decision maker in the path to immigration is inconsequential.

Sure i can and i did $200. More follows at the first sight of some hope after the recess. Nonetheless, Core Team please keep up the rock solid motivation and spirit to get us through this ordeal
For the record, this is my 9th yr in US and about to file for my 4th EAD. With July 02 PD in EB3 .. not sure what and when to expect. You bet i am from retrogressed country.
I can only hope this team do not loose their spirit with any setbacks.
